On the planet Uhmedelmir, the surface is so toxic with noxious clouds and fog, that the majority of living organisms dwell under the planets surface, where they can breathe a type of purified air that is artificially created.
To be fair, most sentient beings avoid Uhmedelmir like a plague, because going there will actually give them one. That is, except for the Valteez.
Did you know, there is a type of tree called the Velpriptut that covers about 1/4 of the planets' surface that feeds off of the fumes that constantly swirl about at various speeds, escaping the planets core in the form of a noxious grey fog that smells like the garbage moon of Chronn.
These trees thrive off the thick, sticky air, and absorb everything that the fumes contain, which includes nutrients, but also various types of poisons that only these trees can store and process.
The Valteez are basically the offspring of these trees. They are the sentient bipedal creatures that these trees bare from time to time, in a mysterious process that occurs only 2x per decade and with no warning.
One day, a part of the tree will simply swell and within 24 hours, a fully grown adult Valteez will emerge, and begin wandering the planet, seemingly oblivious to its surroundings of purple and hazy green fogs and cyclones made of a rank unbreathable air.
This is why, when a Valteez is seen in the artificial cities which are kept clean under the surface, like Oon or Lahyrmnuu, they are treated strangely, with a certain disdain and often sent away, back to the surface.
The Valteez, for their part, are a slow, rather pitiable race, as they are constantly drooling and staring vacantly, never attempting to do anything but interfere in their own curious way with others' affairs.
That said, a Valteez is difficult to hurt or kill, as you can basically blast it to bits, and it will slowly regenerate, although the downside to blasting one of these creatures is that they will emit an acidic vapour that will slowly spread up to 45 Universal Measurements (80 kilometers), infecting and often killing anyting within that radius. This is why it has been made illegal to injure a Valteez, although they are commonly targeted by drones on the planets surface.
